 Forum Rules on Homepage? [SOLVED]

I'd like to create a notice on the front page of the site, between the banner and the forums. I really just need a small box where I can put some site rules, but I only want this showing up on the front page. I am using the forum rules boxes within individual subforums for something else, so using those won't work. Is there any built-in way to do this, or do I need to add a div into the skin?

Need to add a div unfortunately -- but it should be pretty easy actually.
